National Guard Aircraft Flyovers

Department of Defense policy limits flyovers in the civilian domain to aviation-related public events such as dedications of airports, aviation shows and air fairs. Flyovers may also be permitted when they would occur within seven days of one of five patriotic holidays (Armed Forces Day, Memorial Day, Independence Day, POW/MIA Day and Veterans Day) — and when the event is a bona fide observance of that holiday.

To request approval for a flyover by Wisconsin Army or Air National Guard aircraft, event organizations MUST submit requests through the U.S. Air Force Aerial Events Support home page, the U.S. Army Aerial Events homepage or through National Guard Bureau Avation Support homepage. A list of DoD-approved events may be found on either site.

Public events that do not normally qualify for flyover support in the civilian domain include: town and state jubilees, festivals, anniversaries and centennials; celebrations or dedications of buildings shopping centers, parks, town squares and bridges; and sports events such as boat races, horse races, rodeos, professional and amateur ball games, parades, and testimonies and remembrances of individuals, places and events. These types of events require an "exception to policy" that can only be considered at the national level (the Wisconsin National Guard cannot make exceptions to policy). The Air Force utilizes an Exception to Policy Questionnaire that must be filled out and submitted with the completed DD Form 2535. The Wisconsin National Guard Public Affairs Office (608-242-3050) in Madison can assist requesters with submissions, however completed forms must be submitted by the requesting organization to the applicable service. The request should be submitted 90 days prior to the event to be considered for support. Less than 90 days notice greatly reduces the chance that support will be available. Requests received 30 days or closer to the event will NOT be considered.

NOTES ON FLYOVER REQUESTS

  • Approval of an event for aerial support is NOT an indication the event will actually receive support. Once an event is approved for aerial support, event organizers must request the actual support from a Wisconsin Army or Air National Guard flying unit. Whether an approved event receives aviation support depends on aircraft and crew availability, and many other factors including training schedules and mission requirements.
  • Army and Air Force approvals are only for aircraft from the respective service. An organization wishing to have an event approved for either Army National Guard or Air National Guard aircraft must submit a request to each service (the Air Guard can only consider events approved by the Air Force and the Army Guard can only consider events approved by the Army).
  • “Missing Man” flyovers are performed only for funerals of rated pilots and aircrew members and are not covered in the Community Relations program.
  • There are many additional restrictions for flyovers, including number and type of aircraft, airspeed, altitude, and time of day.
  • Federal Aviation Administration (FAA) coordination is required to complete Section IV of DD Form 2535. The Flight Standards District Office (FSDO) for Wisconsin is located in Milwaukee:
