PAY:

For current permanent state employees, pay will be set in accordance with the State Comp Plan.

JOB DUTIES:

This position will provide personnel supervision, program supervision, analysis, planning, coordination, and implementation of activities related to Next Generation 9-1-1 (NG9-1-1) within the DMA. On a daily basis this position reports directly to the Section Chief of OEC.

This position is responsible for working with internal staff and external partners to provide program and policy planning, implementation, and analysis for NG9-1-1; contract management for NG9-1-1; assisting in the procurement process and development of requests for proposals and request for bids; working with and providing support to relevant committees and working groups; and developing and maintaining a detailed understanding of the NG9-1-1 program within the OEC; making decisions within delegated authority and consulting with and advising agency leadership on program updates and issues. 

The position will research and produce public documents and briefings on assigned program areas.  The incumbent must possess program area knowledge, project management skills, strong verbal and written communication skills, expertise in a variety of planning methodologies and be able to master new information quickly and accurately. The position requires a working knowledge of public safety communications including but not limited to NG9-1-1, public safety answering points (PSAPs) operations, grants, and government procurement and budgeting processes. The position interacts with a wide range of state, local and federal officials, including elected and appointed officials; private and non-profit organizations; tribes; and members of the press and public. In addition, the incumbent will be doing public presentations on programs related to the OEC.

QUALIFICATIONS:

Candidates who meet minimum qualifications will have experience with:

  • Experience working within 9-1-1/NG9 1 1 (e.g. at a 911 center, administering contracts for 9-1-1) or with 9-1-1 related technologies (e.g., ESInet, GIS, CPE and CAD).
  • Experience leading projects and/or programs including planning, scheduling, and coordinating deliverables.
  • Experience with full-cycle grant administration (application, award, reporting, reimbursement, closeout).
  • Experience in fiscal planning, including budget preparation, tracking expenses and reporting to interested parties.

In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications:

  • Experience preparing and conducting public meetings, presentations, and reports, including adjusting content to accommodate diverse audiences requiring differing levels of technical information.
  • Experience presenting program information to diverse audiences (elected officials, councils/subcommittees, tribes, vendors/public) and facilitating meetings/working groups.
  • Experience with public sector procurement or purchasing procedures, policies and regulations.
  • Experience supervising staff (performance management, training/retention planning, workload assignment).
