APPOINTMENT FACTORS
- Initial tours will be 4 years. Follow-on tour lengths may be from 1 to 6 years per ANGI 36-101.
- Non AGR Person receiving a federal military retirement or retainer pay are not eligible.
- Must meet the physical requirements of DAFMAN 36-2905, prior to being placed on AGR tour.
- Members who are not suitable for Career AGR may be considered for an Occasional Tour.
- Military grade will not exceed the maximum authorized grade on the unit manning document.
- Must meet all AGR requirements of ANGI 36-101 and AFSC requirements of AFECD/AFOCD.
- IAW ANGI 36-101, paragraph 5.10, applicants should be able to complete 20 years of active federal service prior to Mandatory Separation Date (MSD). Individuals selected for AGR tours that cannot attain 20 years of active federal Service prior to reaching mandatory separation must complete a Statement of Understanding contained in Attachment 3 of ANGI36-101 and obtain TAG waiver approval prior to starting AGR tour.
- IAW ANGI 36-101, paragraph 6.6.1., members should remain in the position to which initially assigned for a minimum of 24 months. TAG may waive this requirement when in the best interest of the unit, State, or Air National Guard.
- Hiring of an E-8/9 or O4+ is contingent on controlled grade availability.
- IAW ANGI 36-101, paragraph 5.7, an individual must not have been previously separated for cause from active duty or previous Reserve Component AGR tour.
BRIEF DESCRIPTION OF DUTIES:
This position is located at an Air National Guard (ANG), Air Control Squadron (ACS). This is an Air National Guard (ANG) Active Guard Reserve (AGR) position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to exercise command level supervisory and managerial authorities over the diverse and very complex Theater Air Control System (TACS). Ensures that the squadron meets all wartime combat readiness standards, and provides guidance and direction to the squadron through planning, coordinating, and directing a variety of functions which include weapons control, airspace surveillance, electronic warfare, and data link management functions, operations and maintenance support for assigned computer, communications, data, and sensor systems, Information Assurance, Quality Assurance, Materiel Control, Maintenance Control, vehicle and powered support equipment maintenance, human resources development and management, information resource management, and logistics plans and programs. The position is responsible for environmental, safety and physical security programs. Develops plans and policies for the unit and monitors operations. Exercises command authority to ensure the good order and discipline of the squadron.
Plans, organizes, and oversees the activities of the Air Control Squadron. Develops goals and objectives that integrate organization and air battle mission objectives. Directs, coordinates, and oversees work through subordinate supervisors. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests.
Ensures that proper and adequate security is maintained for the safeguarding of property, tactical communications-electronics equipment, radar and other sensor equipment, weapons and ammunition, resources, and people. Develops a Resource Protection Plan that identifies high value/risk assets, evaluates potential threats and sets levels of protection. Ensures classified documents and equipment are accounted for, controlled, stored and safeguarded. Ensures the implementation of a functional squadron information systems plan to provide for equipment data security, communications, data processing, and computer services.
Coordinates with NGB, Major Commands, and other operating agencies to determine if existing operational capabilities are compatible with Air Force Joint Operational and National Agency requirements. Coordinates with senior level personnel concerning operational and training policy, exercise and contingency planning and participation, funding and logistics support, and personnel and equipment adjustments necessary to meet changing mission requirements.
SPECIALTY QUALIFICATIONS:
Knowledge. Knowledge is mandatory of theory of flight, BMC2/weapons control fundamentals, meteorology, flying directives, aircraft/BMC2 system operating procedures, and joint mission tactics.
Education. For entry into this specialty, an undergraduate degree specializing in physical sciences, mathematics, administration or management is desirable
Training. The following training is mandatory as indicated: Prior to entry into suffix specialized training courses, completion of Air Force Undergraduate ABM Training (UABMT). For award of AFSC 13B3X, completion of transition and/or operational training in the suffix specific weapon system.
Other. The following are mandatory as indicated:
For entry into this specialty, physical qualification for a Flying Class III physical according to AFI 48-123, Medical Examinations and Standards. For award and retention of these AFSCs, current aeronautical rating and qualification for aviation service as air battle manager are mandatory. Specialty requires routine access to Tier 5 (T5) information, systems or similar classified environments. For award and retention of AFSCs 13BXX, completion of a current T5 Investigation IAW DoDM 5200.02_AFMAN 16-1405, Air Force Personnel SecurityProgram.
Air Battle Manager (13BX) specialty encompasses all functions performed by rated air battle manager officers to conduct or directly support flying operations, including combat, combat support, and training missions. Inherently included are supervisory and staff functions such as inspection, contingency planning, and policy formulation.
Current aeronautical rating and qualification for aviation service according to AFI 11-402, Aviation and Parachutist Service, Aeronautical Ratings and Badges, are mandatory for award and retention of air battle manager AFSCs. See AFMAN 36-2100, Military Utilization & Classification, for policy on retention or withdrawal of rated AFSCs for personnel disqualified from aviation service or place in an inactive status.

- AF Form 422 Current (within 12 months), Physical Profile Serial Report. Other Service Components submit medical documentation that includes PULHES score. If any PULHES are a “3”, a statement indicating that individual is Worldwide Deployable needs to be submitted. Contact your Medical Group to obtain your AF Form 422. A working copy will be accepted to show the process has been started if most current 422 is not within 12 months of the closing date. This is used to verify PULHES and medical readiness.
