APPOINTMENT FACTORS

  1. Initial tours will be 4 years. Follow-on tour lengths may be from 1 to 6 years per ANGI 36-101.
  2. Non AGR Person receiving a federal military retirement or retainer pay are not eligible.
  3. Must meet the physical requirements of DAFMAN 36-2905, prior to being placed on AGR tour.
  4. Members who are not suitable for Career AGR may be considered for an Occasional Tour.
  5. Military grade will not exceed the maximum authorized grade on the unit manning document.
  6. Must meet all AGR requirements of ANGI 36-101 and AFSC requirements of AFECD/AFOCD.
  7. IAW ANGI 36-101, paragraph 5.10, applicants should be able to complete 20 years of active federal service prior to Mandatory Separation Date (MSD). Individuals selected for AGR tours that cannot attain 20 years of active federal Service prior to reaching mandatory separation must complete a Statement of Understanding contained in Attachment 3 of ANGI36-101 and obtain TAG waiver approval prior to starting AGR tour.
  8. IAW ANGI 36-101, paragraph 6.6.1., members should remain in the position to which initially assigned for a minimum of 24 months. TAG may waive this requirement when in the best interest of the unit, State, or Air National Guard.
  9. Hiring of an E-8/9 or O4+ is contingent on controlled grade availability.
  10. IAW ANGI 36-101, paragraph 5.7, an individual must not have been previously separated for cause from active duty or previous Reserve Component AGR tour.
  11. Must meet additional mandatory requirements for AFSC entry on attachment 4 of AFECD.

BRIEF DESCRIPTION OF DUTIES:

Advises Commander on such matters as troop welfare, health, and morale. Provides leadership, management, and guidance in organizing, equipping, training, and mobilizing groups to meet home station, state and overseas mission requirements. Prepares the enlisted force to best execute mission requirements. Manages and directs resource activities as well as interprets and enforces policies and applicable directives. Manages Airmen promotion and recognition programs. Recommends or initiates actions to improve organizational effectiveness and efficiency as well as ensure that the management of personnel and resources are consistent with current practices and procedures in support of the installation mission. Assists Commander on official visits and at military ceremonies. Assists the Commander and senior leadership with corrective action and personnel matters. Determines program eligibility and counsels Airmen on career progression. Senior enlisted manager and mentor for the enlisted force. Manages and executes force management. Advises the Commander and provides reports and statistics to make personnel decisions. Oversees clerical, administrative, resource management actions. discrepancies and recommends corrective action. Monitors personnel actions for timeliness, propriety, and accuracy. Ensures proper counseling of individuals on personnel programs, procedures, and benefits. Organizes and compiles management data and submits reports. Performs Commanders Support Staff (CSS) personnel functions. Prepares and processes administrative support actions relating to unit programs such as fitness, in and out-processing, evaluations. Manages leave web program. Maintains suspense system for personnel actions and correspondence. Maintains and monitors duty status changes. Provides customers with guidance on how to use web-based applications for personnel actions. Prepares and processes Articles 15, letters of reprimand, investigation reports, unfavorable information files, and separation actions. Performs Personnel Support for Contingency Operations (PERSCO) functions. Ensures accountability and casualty reporting for deployed forces, reports data to combatant commanders, and enables sound wartime decisions. Provides additional personnel support, as required.

SPECIALTY QUALIFICATIONS:

Knowledge. Knowledge is mandatory of: personnel policies and procedures; preparing and maintaining records; assignment, promotions, customer service, quality force management, personnel readiness and management; deployment/mobilization procedures; interviewing and counseling techniques, policies and procedures relating to administrative communications, correspondence, messages and general office management; overall organizational structure and its interrelationship with the mission, terminology and procedures employed within functional areas assigned; policies, principles, and concepts of personnel and resource management.

Education. N/A

Training. For award of AFSC 3F031, completion of a basic personnel course is mandatory.

Other. The following are mandatory as indicated: For entry into this specialty: See attachment 4 for additional entry requirements. For award and retention of these AFSCs, the following are mandatory: Must maintain local network access IAW AFI 17-130, Cybersecurity Program Management and AFMAN 17-1301, Computer Security. Must maintain eligibility to access personnel data systems. Note: Retraining into the 3F0 Career Field is limited to E-7 and below for the Air Force Reserve and Air National Guard. Exceptions to policy will be reviewed on a case-by-case basis by the component 3F0 Career Field Functional Manager. Only individuals who have obtained the 9-skill level in the 3F0 AFSC may be selected for 3F000 Key, Command, and Joint (KCJ) and 3F000 above-wing level positions in the Air Force Reserve.

  • Record Review RIP (NOT point credit summary or Career Data Brief) complete and current. Other Service Components submit appropriate individual personnel information printout. This is used to verify AFSCs, aptitude scores, position status, time in service, time in grade, etc. This can be pulled from vMPF.
  • Current Fitness Report. Current (within 12 months) Fitness report from myFitness in pdf format
  • AF Form 422 Current (within 12 months), Physical Profile Serial Report. Other Service Components submit medical documentation that includes PULHES score. If any PULHES are a “3”, a statement indicating that individual is Worldwide Deployable needs to be submitted.
  • EPB’s Last three
  • SF 181 – (Race and Ethnicity Identification). Form is required for packet. However, completion is voluntary. Please see further instructions on the form.
  • All Other Service Component applicants must have their ASVAB raw scores converted to Air Force ASVAB scores and include them in a letter from either a Recruiter or MEPS Counselor.

NOTE:

  1. Failure to provide all the required documents will result in being disqualified.
  2. Applicants must sign NGB Form 34-1; failure to sign the form will result in being disqualified. Please ensure 34-1 reflects Tour Announcement number and current telephone number.
  3. If selected for the job, member must have a current passing fitness and an AGR qualified AF Form 422 Signed by the State Air Surgeon prior to being placed on AGR tour.
