Wisconsin Army National Guard

Brig. Gen. Matthew P. Beilfuss serves as the Deputy Adjutant General-Civil Support for the state of Wisconsin. He manages and directs the administration, coordination, planning, development, execution and supervision of all Joint Staff programs that prepare the state for contingency operations in either a federal or state emergency. He serves as the principal representative of the Joint Staff. Brig. Gen. Beilfuss oversees the operations and activities of the Joint Force Staff. He directs and oversees the development of long and short- term goals and plans for state joint force programs.
Brig. Gen. Beilfuss earned his bachelor’s degree in business administration and accounting from the University of Wisconsin–Madison in 1993. He has completed the Artillery Officer Basic and Advanced Courses, Army Command and General Staff College, the Army War College and the Dual-Status Commander Orientation Course. He earned a Master of Strategic Studies degree from the Army War College, Carlisle Barracks, Pa., in 2018.
Brig, Gen. Beilfuss enlisted in the U.S. Army in 1993. After transferring to the Wisconsin Army National Guard in 1997 and attending the Wisconsin Military Academy, he was commissioned a second lieutenant in 1998. He served in 1st Battalion, 120th Field Artillery, as an assistant brigade fire support officer; in the 1st Battalion, 121st Field Artillery he served as a battery fire direction officer, platoon leader, headquarters and firing battery commander, operations officer, and battalion commander. In the 157th Maneuver Enhancement Brigade he served as plans officer, deputy operations officer, executive officer, deputy brigade commander, and brigade commander. He also served as fiscal officer with Joint Force Headquarters and most recently as chief of staff for the Wisconsin National Guard Joint Staff. He deployed as a battery commander in support of Operation Iraqi Freedom from 2006-07, and as deputy operations officer with the 157th Maneuver Enhancement Brigade in support of Multi-National Battle Group-East at Camp Bondsteel, Kosovo from 2011-12.
Brig. Gen. Beilfuss’s military awards include the Legion of Merit, Bronze Star Medal, the Meritorious Service Medal with three bronze oak leaf clusters, the Army Commendation Medal with one bronze oak leaf cluster, the Army Achievement Medal with oak leaf cluster, the Army Reserve Components Achievement Medal with one bronze oak leaf cluster, the National Defense Service Medal with bronze service star, the Kosovo Campaign Medal, the Iraq Campaign Medal with two bronze service stars, the Global War on Terrorism Expeditionary Medal, the Global War on Terror Service Medal, the Armed Forces Reserve Medal with Hourglass and “M” devices, as well as other federal and state awards. Brig. Gen. Beilfuss is a recipient of the Honorable Order of Saint Barbara and Ancient Order of Saint Barbera from the U.S. Field Artillery Association.
