JOB DUTIES:
The Northern Programs Project Specialist position is a member of the Construction and Facility Management Office (CFMO), Facility Management (FM) Branch team, and works under general supervision of the FM Branch Operations Specialist. The position works collectively with other Facility Management team members to support FM Branch Chief and CFMO Director priorities. The purpose of this position is to work self-sufficiently on numerous independent Buildings & Grounds (B&G) maintenance, repair and sustainment programs that directly impact our State National Guard buildings and structures.
The programs incorporate several very complex projects that encompass phases from initiation through to completion in but not limited to building and grounds systems for maintenance, repair, and sustainment such as (a) facility systems with life cycle repair and replacement, (b) purchasing and maintenance of Statewide kitchen equipment program, (c) purchasing and emplacement of Statewide signage program, (d) assist in acquisition of furniture program and contracting of flooring program with focus on Northern locations, (e) other project requirements as directed, and (f) general technical contract oversight. The Northern Programs Project Specialist is located in northern Wisconsin and will support FM Branch priorities in the northern armories. The position will be prepared to support and assist, and travel for other CFMO managers as this position will build close connections and relationships to the northern armories. The position requires knowledge of project management, architectural, and engineering methods and techniques. The Department of Military Affairs (DMA) develops, implements, and manages the combined complex of facilities consisting of over 200 buildings at 70 locations in six regional areas totaling 3.65 million square feet on 1500 acres. The Northern Programs Project Specialist monitors requests and independently takes prompt and decisive action to coordinate maintenance, repair, and sustainment requirements through the regional superintendents.
The position develops and implements a variety of multifaceted programs to include maintenance policy, procedures, and guidelines and performs other duties as assigned. There is significant travel required (at least 50% of the time) for this position.
QUALIFICATIONS:
Minimum qualifications for this position include:
- Project / Program management / coordination experience. Example: Education, training, or on the job experience overseeing and coordinating facility or construction projects.
- Contract management experience. Example: Education, training, or on the job experience with contract management of facility or construction projects.
- Facility or construction project experience. Example: Knowledge, training, or on the job facility or construction project experience.
