MEMORANDUM FOR The Department of Military Affairs
SUBJECT: Dress Code – TAG Policy Memorandum 22

  1. All personnel must wear appropriate work attire and appropriate personal protective equipment (PPE). This policy applies to all military and civilian personnel. Supervisors will monitor compliance to ensure a professional, comfortable, safe, and productive work environment.
  2. Work attire is as follows:
    1. Military personnel will wear the military uniform in compliance with applicable Army or Air Force guidance. The uniform of the day will be established by appropriate supervisory personnel.
    2. Title 32 Dual Status Military Technicians will wear the appropriate military uniform in compliance with applicable Army or Air Force guidance for the tasks they perform. Instances when technicians are not required to wear the uniform while in a paid status are defined in the local collective bargaining agreement.
    3. Civilian Employees (T5 and State) must present a neat and professional appearance.

      (1) Business casual or formal business wear is the appropriate dress for an office setting. Examples of business casual attire include: collared or polo shirts; dress shirts; khakis or dress pants; non-worn/non-torn jeans; dresses; skirts; blouses; capris; sweaters;
      (2) When work is being accomplished in an industrial setting (maintenance, facilities, telecommunication, etc.), Occupational Safety and Health Administration (OSHA) requirements and standards must be followed. Appropriate attire for this work setting may include jeans, t-shirts, sweatshirts, and/or steel toe boots.
      (3) Clothing and footwear must be clean, not torn or frayed. Inappropriate attire includes unclean, unkempt, or unsuitable apparel.
      (4) The wearing of sweatpants, shorts, clothing that contains graphics or language that would create a hostile work environment or is sexually explicit, flip-flops, slippers, or sweatshirts (except as permitted in 2.c.(2)) is prohibited.
      (5) Tattoos or brands visible on the body that could create a hostile work environment or contain language or graphics that are sexually explicit shall not be visible.
      (6) Wearing clothing with language or graphics that are political in nature is prohibited to the extent that doing so could impair the effectiveness of DMA’s operation.
      (7) Title 5 National Guard employees may not wear a military uniform unless serving in a military status.
      (8) State employees issued a non-military uniform must wear the uniform.
  3. The Chief of Staff of the Joint Staff, Chief/Director of Staff for WIARNG or WI ANG, federal Human Resource Officer, Brigade/Wing CC/Directors or State Human Resources Director may approve exceptions for specific cultural or religious observances or other designated occasions. Supervisors will, after consultation with HR, use reasonable and professional discretion to determine whether their subordinates are dressed appropriately.
  4. Violations of this policy are subject to a range of non-disciplinary or disciplinary actions.
