MEMORANDUM FOR The Department of Military Affairs
SUBJECT: Employee Physical Fitness Program – TAG Policy Memorandum 21

  1. The Wisconsin National Guard’s (WING) volunteer physical fitness program is intended to provide an opportunity to improve personal well-being, morale, and individual physical fitness or National Guard (NG) employees (Title 5 employees and Title 32 dual status technicians), Active Guard/Reserve (AGR) Soldiers and Airmen, and specific state employees.
  2. This memorandum rescinds and replaces “Employee Physical Fitness Programs – TAG POLICY MEMORANDUM 21,” 26 February 2024
  3. The following are guidelines for physical fitness exercise during approved work schedule hours:
    1. No more than three (3) hours per week may be used for this program. Supervisors are responsible for time and attendance to include permissible time for fitness.
    2. Physical fitness exercise times may be used in 1/2 to 1-hour increments, but only one increment per day is permitted. Break periods may not be combined to provide longer periods, but the lunch period may be added to workout time.
    3. Shower and clean up time are counted as part of the fitness time.
    4. Authorized and Unauthorized Activities:

      (1) Types of authorized training include calisthenics, aerobic exercise, weight training, stretching, push-ups, sit-ups, running, biking, and walking.
      (2) Unauthorized training: team sports with intentional physical contact.
    5. Army/Air Physical Fitness Testing Guidelines: The time allotted under this memorandum is not intended nor authorized to be utilized for purposes of administering physical fitness testing.
  4. With approval of their supervisor, state employees who have annual fitness standards as a condition of employment (i.e., Fire/Crash/Rescue Specialists/ Supervisors, Military Affairs Security Officers/Supervisors) will be allowed to participate in physical fitness training set forth in this memo up to three (3) times weekly in work status during their normal work hours. All other state employees may exercise during work hours but will not be paid for doing so. Any time used for exercise during the workday must be made up by extending the workday or by use of leave. If state employees elect to exercise during the workday, they will abide by the guidelines of this policy.
  5. The individual’s immediate supervisor must approve physical fitness periods. The use of approved work schedule time for physical fitness is a privilege. The use of this time must not negatively impact the mission or our ability to provide good customer service. Employees violating the intent of this program may have their physical fitness privilege revoked. The simple rule is work first, workout second.
  6. It is possible that individual participation in this voluntary program using approved work schedule time may not be covered under the Federal Employees Compensation Act (FECA) or the Wisconsin Worker’s Compensation Act (WCA) in the event of death or injury.
