AREA OF CONSIDERATION: Open to anyone eligible to join the WI ANG AGR program (OTOT through 30 Sep 26, FY to FY Funding)

APPOINTMENT FACTORS

  1. NGB Funded OTOT per fiscal year.
  2. Non AGR Person receiving a federal military retirement or retainer pay are not eligible.
  3. Must meet the physical requirements of DAFMAN 36-2905, prior to being placed on AGR tour.
  4. Members who are not suitable for Career AGR may be considered for an Occasional Tour.
  5. Military grade will not exceed the maximum authorized grade on the unit manning document.
  6. Must meet all AGR requirements of ANGI 36-101 and AFSC requirements of AFECD/AFOCD.
  7. IAW ANGI 36-101, paragraph 5.10, applicants should be able to complete 20 years of active federal service prior to Mandatory Separation Date (MSD). Individuals selected for AGR tours that cannot attain 20 years of active federal Service prior to reaching mandatory separation must complete a Statement of Understanding contained in Attachment 3 of ANGI36-101 and obtain TAG waiver approval prior to starting AGR tour.
  8. IAW ANGI 36-101, paragraph 6.6.1., members should remain in the position to which initially assigned for a minimum of 24 months. TAG may waive this requirement when in the best interest of the unit, State, or Air National Guard.
  9. Hiring of an E-8/9 or O4+ is contingent on controlled grade availability.
  10. IAW ANGI 36-101, paragraph 5.7, an individual must not have been previously separated for cause from active duty or previous Reserve Component AGR tour.

BRIEF DESCRIPTION OF DUTIES

  1. State Marketing Strategy Development
    1. Develops, implements, and evaluates the state’s marketing and advertising program in support of recruiting goals
    2. Develops the annual marketing plan, to include the spend plan for how the wing will allocate its funding in support of recruiting efforts to meet the wing’s recruiting goals
    3. Coordinates with the wing(s) to develop the marketing plan
    4. Coordinates with A1YA regarding the state’s marketing plan to ensure state level marketing is additive and not duplicative to national marketing efforts
    5. Coordinates with the local Public Affairs (PA) office to ensure consistent messaging and positioning of the Air National Guard brand
  2. Effective state representation
    1. Monitors the Air Force website to ensure accuracy of state information, to include (but not limited to) state specific benefits, federal and state mission information, and so on
    2. Works with A1YA to develop social media posts that highlight their wing(s) and their missions, Airmen, etc, for use on local and national social media channels
  3. Local Event Planning and Execution
    1. Responsible for community outreach, to include identifying opportunities for engagements via events and other community programs
    2. Develops a list of events annually, based on a return on investment (ROI) analysis
    3. Maintains a schedule of events and works with local recruiters to ensure support
    4. Monitors Specialty Promotional Item (SPI) inventory and coordinates with A1YA for additional SPI requirements
    5. Routes funding requests through AFRISS
    6. Monitors event leads and ensure distributed properly
    7. Ensures after action reports are completed and tracks ROI using proper system
  4. National Event Coordination
    1. Works with A1YA to ensure local recruiters are present at national partnership events as able
    2. Routes requests for National Assets through TFMMT
    3. Works with A1YA to prioritize National Asset requests annually
  5. Marketing Training
    1. Attends marketing training, including NGB provided training, relevant seminars, and industry training as needed to support the wing(s) marketing efforts
  6. Strategic Collaboration and Asset Utilization
    1. Partners with PA to align efforts and leverage assets
    2. Collaborates with ANG creative on creative requirements that support local marketing needs
    3. Leverages creative assets like Air Force Ads, DAM, Project 365, etc, to support state recruiting goals
    4. Uses advertising agency assets as needed for state specific creative requirements
    5. Collaborates with local PA on opportunities to increase ANG awareness within the state and community
  7. UMD will reflect an 8R000, but MCR can be submitted to allow the State to hire the most talented skill set for the position
  8. Developments the State marketing strategy, ensuring the strategy addressing the needs of the local Wings
  9. All other duties as assigned
  10. Must maintain outstanding appearance, military bearing and high standards of conduct to include no history of disciplinary actions

SPECIALTY QUALIFICATIONS:

Knowledge. Thorough understanding of ANG recruiting and marketing principles. Proficiency in Microsoft Office, AFRISS, and marketing data platforms. Strong communication and event coordination skills. Working knowledge of Public Affairs coordination, advertising guidelines, and ROI tracking.

Other. For entry into this specialty: Must be qualified in a valid Air Force Specialty Code (AFSC) and possess the appropriate skill level commensurate with grade/rank. Must have a passing and current Fitness Assessment. Must be in the grade of E-5 (Staff Sergeant) through E-7 (Master Sergeant). Outstanding in appearance, military bearing, professional military image, and conduct both on/off duty.

Demonstrate the maturity and ability to operate in autonomous environments, without direct day to day supervision. See attachment 4 for additional mandatory entry requirements. For entry, award, and retention of this specialty: No history of emotional instability, personality disorder, or other unresolved mental health problems. No record of alcohol or substance abuse, financial irresponsibility, domestic violence, or child abuse. Must possess a valid state driver’s license to operate government motor vehicles (GMV) in accordance with AFI 24-301, Ground Transportation. No record of disciplinary action (Letter of Reprimand [LOR] or Article 15) for committing acts of malpractice or misconduct as defined in AFI 36-2909, Professional and Unprofessional Relationships, or documented failures (LOR or Article 15) to exercise sound leadership principles with respect to morale or welfare of subordinates. Must maintain local network access IAW AFI 17-130, Cybersecurity Program Management and AFMAN 17-1301, Computer Security.

  • Current Fitness Report. Current (within 12 months) Fitness report from myFitness in pdf format
  • AF Form 422 Current (within 12 months), Physical Profile Serial Report. Other Service Components submit medical documentation that includes PULHES score. If any PULHES are a “3”, a statement indicating that individual is Worldwide Deployable needs to be submitted.
  • SF 181 – (Race and Ethnicity Identification). Form is required for packet. However, completion is voluntary. Please see further instructions on the form.
  • Resume (Military and/or Civilian) max two-pages in length.
  • Supervisor’s name and contact (Military and Civilian)
  • Reference Letters (OPTIONAL) max of two letters.
