APPOINTMENT FACTORS
- Initial tours will be 3 years for on board AGRs and 3-yr OTOT for non-AGRs.
- Non AGR Person receiving a federal military retirement or retainer pay are not eligible.
- Must meet the physical requirements of DAFI 36-2905, prior to being placed on AGR tour.
- Members who are not suitable for Career AGR may be considered for an Occasional Tour.
- Military grade will not exceed the maximum authorized grade on the unit manning document.
- Must meet all AGR requirements of ANGI 36-101 and AFSC requirements of AFECD/AFOCD.
- IAW ANGI 36-101, paragraph 5.10, applicants should be able to complete 20 years of active federal service prior to Mandatory Separation Date (MSD). Individuals selected for AGR tours that cannot attain 20 years of active federal Service prior to reaching mandatory separation must complete a Statement of Understanding contained in Attachment 3 of ANGI36-101 and obtain TAG waiver approval prior to starting AGR tour.
- IAW ANGI 36-101, paragraph 6.6.1., members should remain in the position to which initially assigned for a minimum of 24 months. TAG may waive this requirement when in the best interest of the unit, State, or Air National Guard.
- Hiring of an E-8/9 or O4+ is contingent on controlled grade availability.
- IAW ANGI 36-101, paragraph 5.7, an individual must not have been previously separated for cause from active duty or previous Reserve Component AGR tour.

BRIEF DESCRIPTION OF DUTIES:
As a member of the 128th Air Refueling Wing Command Staff, the 128th Air Refueling Wing Command Chief Master Sergeant (CCM) serves as Senior Enlisted Advisor in the wing, managing all military aspects of full time and traditional enlisted Airmen. As the 128th Enlisted Program Manager for the wing, the CCM with the guidance of the ANG State Headquarters CCM, serves as the primary advisor and spokesperson regarding ANG issues related to the analysis and enforcement of established policies and standards for all enlisted Airmen of the 128th Air Refueling Wing. The 128th Air Refueling Wing CCM is responsible for advising ANG commanders and staff on mission effectiveness, professional development, military readiness, training, utilization, health, morale, and welfare of the command’s enlisted Airmen and takes action to address shortfalls or challenges. The 128th Air Refueling Wing CCM provides leadership to the ANG enlisted force and is the functional manager for group superintendents and first sergeants in their wing. Program areas include military issues related to readiness, as well as the performance, care, conduct, dress and appearance, effective personnel utilization, management, training, and development of all enlisted Airmen within the wing. The 128th Air Refueling Wing CCM is also responsible for ensuring subordinate ANG non-commissioned officers (NCOs) understands Wing Commanders strategic goals and objectives. The Wing CCM regularly interacts and advises all ANG Chief Master Sergeants and ANG senior enlisted leaders at group and squadron level. Participates in all unit level ANG advisory councils as well as an active member within ANG state and national councils when appropriate.
SPECIALTY QUALIFICATIONS:
Knowledge. Comprehensive knowledge of pertinent laws, regulations, policies and precedents which affect 128th Air Refueling Wing enlisted personnel professional development, assignments, morale, welfare, discipline, performance, awards and recognition, recruiting, equal opportunity and related support resources (people, money, or equipment). In depth knowledge of the major issues, program goals and objectives, work processes, and administrative operations pertaining to all enlisted personnel matters in their respective wing.
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of the Wing Commander’s enlisted personnel and career development programs. Knowledge of the mission (includes wing domestic operations), organization, and work processes of programs throughout the various military commands and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions. Knowledge of the wing’s integration into the State’s bilateral relationship between the State and its international partner nations as well as military, political, economic, and social realms that the program mission spans.

Other. Understands AF doctrine, core leadership competencies, and core values, with the ability to communicate these to every ANG Wing airman. Ability to translate the ANG Wing’s strategic plan into executable goals and objectives. Ability to conduct top level briefing to ANG Wing senior staff personnel. Ability to conduct studies, analyze findings and make recommendations on ANG Wing enlisted personnel issues and programs. Ability and skill to prepare project papers and reports. Skill in developing, organizing and delivering briefings to managers and military officers to encourage understanding and acceptance of findings and recommendations.

- AF Form 422 Current (within 12 months), Physical Profile Serial Report. Other Service Components submit medical documentation that includes PULHES score. If any PULHES are a “3”, a statement indicating that individual is Worldwide Deployable needs to be submitted.
- SF 181- (Race and Ethnicity Identification). Form is required for packet. However, completion is voluntary. Please see further instructions on the form.
- All Other Service Component applicants must have their ASVAB raw scores converted to Air Force ASVAB scores and include them in a letter from either a Recruiter or MEPS Counselor.
NOTE:
